Urban resilience and infrastructure in the face of climate change in Ecuadorian coastal cities: an analytical review

Coastal cities in Ecuador face increasing challenges due to climate change, including flooding, coastal erosion, sea-level rise, and urban sprawl in high-risk areas—conditions that compromise infrastructure functionality and public safety. This study aimed to analyze the available scientific evidence on urban resilience and climate infrastructure to identify strategies that contribute to the sustainable adaptation of Ecuadorian coastal cities. A systematic literature review was conducted following the PRISMA 2020 guidelines, searching and selecting research published in national and international scientific databases. The analysis revealed that the interventions with the greatest potential are those that integrate gray and green infrastructure, land-use planning, risk management, climate governance, and nature-based solutions. Furthermore, it was identified that disorderly urban growth, the occupation of vulnerable areas, and institutional limitations continue to be factors that increase cities' exposure to extreme hydrometeorological events, a situation that is exacerbated on the Ecuadorian coast during episodes associated with the El Niño phenomenon. It is concluded that strengthening urban resilience requires incorporating climate adaptation criteria into the planning, design, and management of civil works, promoting decisions based on technical evidence, institutional coordination, and territorial sustainability.
