The advance and innovation of Information and Communication Technologies has forced States to rethink their actions, establishing governance policies anchored in modernization and contemplated in plans designed to transparently inform public management, also allowing citizen participation. The objective of this research was to define a model of electronic government (e-government) for the modernization of educational management in the Jipijapa education district, exposing the principles and fundamental characteristics of school management focused on digital transformation for its insertion. The methodology used was of an explanatory nature, supported by elementary sources and inductive reasoning, with a quantitative approach, of a non-experimental type. Its development includes initiatives and advances towards the creation of a management model that favors the provision of educational services in central and nearby areas, providing greater efficiency, speed and coverage, through the use of online services, specifically using digital platforms, trying to simplify procedures, saving time and money. In summary, the construction of the model called Zonal 4, was based on the theory of design science, whose components were raised based on the results of the systematic review related to e-government and the COBIT 5.0 framework, which contribute technologically to digitization and contribute methodologically including, encapsulating and renewing processes such as school regime and scale, in order to ensure a complete supply of educational services and improve customer service.
