The present investigation will address the development and particular evaluation: of observation and history, which is ideal for collecting information on evolution that are directly observable, such as social housing, and its economy in the city of Portoviejo within the years 2017-2021, it has been necessary to inquire about government housing solutions. The historical and descriptive methodology applied through a critical analysis of the city of Portoviejo, identifying whether or not the social housing need was covered, supported by reliable data, and timely for the study and later using the survey as a tool to obtain the information. In 2017, it began with a project promoted by the Ministry of Urban Development and Housing (MIDUVI), with the post-earthquake reconstruction program in the city of Portoviejo, Picoazá parish, with a similar ideology in terms of volumetric solutions and of how the previous social housing programs were developed. In 2019, with the General Secretariat of the United Nations on Disability and Accessibility, in conjunction with CONADIS and the Ministry of Urban Development and Housing (MIDUVI), the Juntos por ti program was promoted, focused on economically vulnerable people and with some type of disability. In 2020, the Bicentennial program was developed, this same one promoted by the Decentralized Autonomous Government of Portoviejo, and the Development Bank of Ecuador (BDE), this reaching families of Quintile 5, that is, not for those who suffer from extreme poverty. Among the main findings of the article we can demonstrate the housing deficit of social housing in Portoviejo, there being two main factors: accelerated population growth and the socio-economic condition suffered by the city of Portoviejo. And suggest to the National Government a design of social housing, at a low cost, that the profits of the contractors are lower than what is currently handled, and made for the society that suffers from extreme poverty, these same ones that are systematically identified, and so that they reach those who actually suffer from it.
